The following provides a general summary of the primary services offered by Strategic Environmental, LLC, and a brief narrative description of our strategies and current capabilities in each area.

Property Transaction Due Diligence Assessments

In the interest of protecting lenders and property buyers from the potential hidden liabilities associated with past site activities, environmental site assessments have become a standard component of many transactions that are secured by real property. Our past experience has proven that there are potential concerns associated with nearly every type of property; however, varying levels of review may be appropriate for properties of different use and history. As such, our service package has been tailored to include not only full scope environmental assessments, but also limited scope transaction screen assessments and residential reviews.

Unless otherwise specified by our client, our Phase I Environmental Site Assessments are conducted in accordance with the American Society of Testing and Materials (ASTM) "Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process" (E1527-05). We maintain on-line computer search capabilities that allow immediate access to the various federal and state environmental databases that are recommended to be searched by ASTM, providing database information within minutes. These capabilities, supported by the extensive experience of our professional staff, facilitate timely assessment completion.

Strategic Environmental, LLC’s transactional due diligence capabilities include:
• Transaction Screen Assessments
• Phase I Environmental Site Assessments (ASTM E1527-05 Protocol)
• Phase II Investigations
• Environmental Risk Management for Site Divestiture

Brownfields

Abandoned properties having known or potential environmental contamination have received much attention over the past few years, as trends in development and urban sprawl have been widely toward the use of undeveloped properties. This trend has resulted in the abandonment of many industrial and commercial facilities, leaving unsightly, unproductive, and, in many cases, functionally obsolete real estate in our communities. The concern with potentially significant environmental issues and liabilities that may be associated with these properties, combined with the other expense of site decommissioning and redevelopment, often result in these properties being idle for long periods of time, affecting the character and property tax revenues of the communities.

Based on these challenges, there have been strides on the part of State and Federal governments and regulatory bodies to provide incentives and opportunities to private developers and municipalities to acquire, remediate, and revitalize such properties. Our staff has considerable experience in assisting municipalities and developers with the challenges inherent to Brownfield redevelopment projects.

Strategic Environmental, LLC’s Brownfield capabilities include:
NYSDEC Environmental Restoration Grant Acquisition
NYSDEC Brownfield Agreement Assistance
Site Cleanup and Redevelopment Assistance

Remedial Design and Construction Management

There are a multitude of remedial technologies that may be applied to remediate soil and groundwater that has been impacted by petroleum product release. The selection of a remedial methodology for a particular site must consider many site-specific characteristics and circumstances, to ensure that the chosen method will achieve the necessary results. This evaluation process should consider such factors as site geology, degree of impact, and nearby sensitive receptors, as well as time constraints, economic considerations, and general practicality of the various alternatives.

Strategic Environmental LLC’s in-house investigation capabilities and experience in developing and implementing various remedial strategies provide the requisite resources for the evaluation, design, optimization, and management of costs relating to the remediation of contaminated properties.
